Class IV or Higher Events

In order to provide some degree of comfort for the association, and to ensure some degree of pre-thought safety and organizational planning, the WKABC is requiring that organizers of any any events which occur on Class IV or more difficult whitewater submit an Event Safety and Operation Plan.

This plan is not meant to be an obstacle to hosting events on more difficult whitewater, but is to ensure that some of the general and common sense planning items are addressed by those holding such events. Some of these items are included in the list to the right, however individual events may or may not require more planning than others.

Please note: Our insurance policy covers only our members, so if the event you are running has both members and non-members participating, ensure that the non-members are covered - which may be done by submitting a request for Day of Event Membership.

Event Safety and Operation Plan Items


This list may or may not include all of the items that your event plan needs to cover. As there are a number of widely varying types of events, the onus is on event organizers to ensure they submit a plan which covers the various items required for their specific event.

- Communications: document the cell phone, telephones, or radios in place to ensure communication between the various physical locations at the event
- Emergency Response System: document the locations and numbers for activating the emergency response system (SAR, hospitals, police, evacuations, etc)
- First-aid: document the First-aid equipment and training of the personnel assigned to cover this aspect
- Safety personnel and equipment: document the on-river safety stations and locations of trained personnel and equipment
- Participant informing/screening: document the measures in place to ensure the participants are informed and aware of the level of difficulty of the event
- Maps and locations: include maps and or drawing which detail the various access/egress points along the streams in the event
- Spectator Safety: document what will be done to address crowd control and safety, if required
- Incident response protocols: document the protocols for dealing with any incidents and how the volunteers or staff are prepared for handling any such occurrences
