The WKABC responded to a request, in early 2003, from the Navigable Waters Protection Division (NWPD) to scope the then current lit of 37 project applications for Lower Mainland streams in terms of potential navigational issues.

The WKABC worked cooperatively with the NWPD to review the 37 project applications in a very short time period with respect to the issues that the paddling community had identified for each project, given the limited information contained in the project referrals which the WKABC received.

This information was submitted to the NWPD in March of 2003.
